Mentre tutti gli altri Paesi del mondo stavano armonizzando la loro legislazione interna per conformarsi agli standard internazionali stabiliti dalla Convenzione internazionale sulla semplificazione e l’armonizzazione dei regimi doganali e dei regimi doganali (la 'Convenzione di Kyoto riveduta'), le dogane della Repubblica Democratica del Congo erano disciplinate da atti normativi come decreti e ordinanze che erano diventati anacronistici.La Repubblica Democratica del Congo si è trascinata fino al 2010, anno che ha segnato un’importante svolta per le dogane congolesi con la grande riforma legislativa intrapresa dal governo in quel periodo. Infatti, il mondo doganale congolese si era appena dotato di un nuovo strumento giuridico, l’ordinanza-legge n. 10/002 del 20 agosto 2010 sul Codice doganale, che è stata accompagnata da diverse misure di attuazione, in particolare la decisione n. DG/DGDA/DG/2011/296 dell’11 agosto 2011 sulle misure di attuazione dell’ordinanza-legge n. 10/002 del 20 agosto 2010 sul Codice doganale.Con questo libro, l’autore ha dato il suo modesto contributo alla divulgazione della nuova legislazione.
