Atualmente, não existe um regime claro de responsabilidade face aos danos que possam ser causados por animais em situação de abandono. Apesar de existirem normas que visam dar resposta a estas questões, a sua eficácia é limitada, uma vez que a sua aplicação tem sido restringida por diversos fatores de natureza técnica, estrutural e social. Neste contexto, a posse responsável torna-se um objetivo fundamental, uma vez que, a partir dela, é possível começar a construir uma sociedade que promova o bem-estar animal como eixo para a garantia do bem-estar social em geral. Tendo em conta o exposto, o objetivo do presente livro é propor um instrumento jurídico que promova a posse responsável, através da articulação da política pública com o setor segurador, com o intuito de cobrir os cenários de responsabilidade.
