Die Arbeit entwickelt völker- und europarechtliche Rahmenbedingungen für die Umsetzung von UN-Wirtschaftssanktionen durch die Europäische Gemeinschaft, wobei besonderes Gewicht auf der Frage liegt, inwieweit die Europäische Gemeinschaft zur Gestaltung ihrer Rechtsordnung in Übereinstimmung mit UN-Sanktionsregimen verpflichtet ist. Anhand einer detaillierten Darstellung der Wirtschaftssanktionen des UN-Sicherheitsrats gemäß Kapitel VII UN-Charta und der einschlägigen EG-Rechtsakte wird analysiert, inwieweit die Umsetzungspraxis der Europäischen Gemeinschaft diesen völker- und europarechtlichen Vorgaben entspricht.
