:'Die Mühen der Ebene', entlehnt von Bertold Brecht, überschrieb Norbert Schneider sein erstes Grundsatzreferat als Direktor der Landesanstalt für Rundfunk Nordrhein-Westfalen (LfR) im November 1993 vor deren Rundfunkkommission. 'Es ist klar, was uns der Dichter damit sagen will: eben noch hat man geglaubt, man hätte die größten Probleme gelöst und das Gebirge hinter sich. Da stellt man fest, daß auch die Ebene ihre Tücken hat und daß es jetzt erst richtig los geht.' Das Referat enthielt auch einen Hinweiszur Programmqualität: 'Die Diskussion über die Programmqualität ist eine zentrale Aufgabe für die nächsten Jahre.' 'Programmqualität als Anspruch und Aufgabe' wurde deshalb als Untertitel dieser Festschrift aus Anlass des 60. Geburtstages von Norbert Schneider gewählt.
