Dazu entwirft er das Bild einer ‚idealen Minderheitsregierung’ und skizziert anhand von Beispielen aus Sachsen-Anhalt und Nordrhein-Westfalen, welche parteienstrategischen Motive und institutionellen Rahmenbedingungen der Bildung von Minderheitsregierungen zugrunde liegen. Er kommt zu dem Schluss, dass Minderheitsregierungen in Deutschland zu Unrecht den Ruf haben, irrational und instabil zu sein, und - im Gegenteil - eine sinnvolle Alternative zur Mehrheitsfixierung der Regierungsbildung darstellen. Mehr noch: Minderheitsregierungen können den individuellen Interessen der beteiligten Parteien mehr entsprechen als Mehrheitsregierungen und gerade darin ihre Stabilität gründen.​
