Ein Jahr nach der historischen Revolution vom 25. Januar fordern die Ägypter weiterhin eine stärkere Einbeziehung der Bürger in die Regierungsgeschäfte und ein Ende der Korruption, die alle Bereiche des Mubarak-Regimes durchdrungen hatte. Gleichzeitig steht die neu gewählte ägyptische Regierung vor der Aufgabe, nicht nur zu regieren, sondern auch das Vertrauen in den Staat wiederherzustellen. Ein wesentlicher Bestandteil zur Erreichung dieser wichtigen Ziele sind Gesetze zur Informationsfreiheit (FOIL). Solche Gesetze geben den Bürgern die Möglichkeit, ihre Regierungsbeamten zu kontrollieren, um das öffentliche Wohl zu gewährleisten. Dementsprechend konzentriert sich dieses Buch auf die dringende Notwendigkeit eines Gesetzes, das den Informationsfluss innerhalb Ägyptens kontrolliert und garantiert.
