Dabei untersucht es die Auswirkungen der Faktoren in Transitionsprozessen vom Autoritarismus zur Demokratie, die für die konkrete Ausprägung des neu zu schaffenden Wahlsystems verantwortlich sind. Durch einen historisch-genetischen Vergleich von vier Ländern werden Thesen über ein mögliches 'Design' von Wahlsystemen oder potenzielle Nutzenmaximierung von Politikern bei der Schaffung politischer Institutionen überprüft.
