Dans les années 80 du vingtième siècle, la réforme des écoles générales et professionnelles soviétiques en URSS, y compris au Kazakhstan, a commencé. Le processus de prise de conscience du rôle particulier de l’éducation, des connaissances et des compétences des personnes s’est intensifié. L’école, en tant que base de l’éducation et de la culture, a commencé à prendre de plus en plus d’importance dans la société.
