In dieser Studie über die Aufgaben, die sich der deutschen und europäischen Politik durch Wanderungsbewegungen stellen, wird unter anderem auf außenpolitische Fragen eingegangen. Der Ausgangspunkt ist die Frage, welche Herausforderungen und welche Chancen Wanderungsbewegungen für Deutschland darstellen. In einem zweiten Schritt wird die derzeitige deutsche Migrationspolitik analysiert, ausgehend von der Untersuchung des sogenannten Asylkompromisses vom Dezember 1992. Steffen Angenendt ist Preisträger des Forschungspreises 1999 Migration und Integration. Der Preis wird verliehen vom Europäischen Forum für Migrationsstudien (efms).
