Cinco anos após o início do conflito devastador que matou milhares de pessoas, grande parte do setor bancário sírio está em ruínas. Nesse dilema trágico e contínuo, o setor bancário sírio luta para sobreviver. Levando isso em consideração, este trabalho concentra-se nas necessidades básicas de reforma do setor bancário sírio para que ele se torne seguro, transparente, protegido e eficiente, permitindo-lhe reconstruir a confiança internacional necessária, cancelar as sanções ocidentais e europeias e permitir que a Síria volte a competir com os países vizinhos. Essas reformas incluem a reestruturação de todo o sistema bancário, além das reformas a serem realizadas pelo Estado para permitir que os bancos públicos trabalhem em conjunto com os bancos privados, apesar da trágica guerra. Também é apresentada uma visão geral das leis que regem a criação de bancos privados, o licenciamento desses bancos e a abertura de novas agências. Além disso, para poder discutir esse processo de reforma, é essencial uma breve análise da constituição do setor bancário sírio e das causas de sua deterioração.
