Unter dem Begriff „MTI' sind sowohl Arzneimittel für neuartige Therapien zu verstehen, die eine Marktzulassung erhalten haben, als auch Arzneimittel für neuartige Therapien, die Gegenstand klinischer Prüfungen sind oder in einer klinischen Prüfung als Referenz dienen (Prüfpräparat für neuartige Therapien). In diesem Leitfaden werden die GMP-Anforderungen festgelegt, die für die Herstellung von MTI gelten müssen, die eine Marktzulassung erhalten haben, sowie von MTI, die im Rahmen klinischer Studien verwendet werden. Dieser Leitfaden gilt nicht für andere Arzneimittel als MTIs. Dagegen gelten die ausführlichen Leitlinien gemäß Artikel 47 Absatz 2 der Richtlinie 2001/83/c4 und Artikel 63 Nummer 1 der Verordnung (EU) Nr. 536/2014 nicht für MTI, sofern in diesen Leitlinien nicht ausdrücklich darauf verwiesen wird. Betreffen Sonderbestimmungen nur Arzneimittel für neuartige Therapien, die eine Marktzulassung erhalten haben, spricht man von „zugelassenen MTI'.
