Nasze czasy pokazują, że ludzie chętnie szukają modelu rządów, który im odpowiada. Demokratyczna forma rządów jest głoszona, a nawet wymagana przez wiele państw na całym świecie, ale nie jest to najlepsza forma rządów, ani jednoznacznie, ani bez krytyki.
