Il Trattato di Asunción, firmato nel 1991, ha posto le basi per la creazione di un progetto di integrazione regionale tra Argentina, Brasile, Paraguay e Uruguay: il Mercato Comune del Sud (Mercosur). La ri-democratizzazione formale avvenuta negli anni ’80 è stata un fattore coincidente tra queste quattro nazioni. Non a caso, la democrazia è stata una condizione essenziale per il processo di integrazione regionale a partire dal riavvicinamento bilaterale tra Argentina e Brasile nella seconda metà degli anni Ottanta. L’obiettivo di questo articolo è discutere la presenza del concetto di democrazia e l’attenzione per la promozione e la protezione dei diritti umani nell’evoluzione del processo di integrazione regionale del Mercosur, ponendo l’accento sui documenti ufficiali prodotti dal blocco, sui loro contesti storici e sulle loro applicazioni: vengono analizzati anche episodi controversi come la sospensione del Paraguay dopo l’impeachment del presidente Fernando Lugo, seguita dall’ammissione del Venezuela, entrambi nel 2012.
