L’objectif de ce livre est d’aborder la théorie de l’État oriental en prenant pour objet d’étude les institutions politiques japonaises des périodes classique, féodale et moderne, en analysant leurs formes d’organisation étatique, politique et sociale, ainsi que les relations entre l’empereur et les autres pouvoirs politiques de l’Empire japonais. Le texte évalue les formes de l’État japonais qui existaient avant la restauration Meiji, qui s’est achevée en 1868, en analysant l’État Yamato et les trois formes de Bakufu, dans lesquelles le pouvoir politique était divisé entre l’empereur et la figure militaire du Shogun.
