Dieses Buch leistet einen Beitrag zur Öffentlichen Betriebswirtschaftslehre. In der Literatur fehlt bisher ein systematischer Überblick über das Rechnungswesen der Gemeinde- bzw. Kreisverwaltung. Häufig wird das kommunale Rechnungswesen oberflächlich mit dem Begriff Kameralistik charakterisiert. Es ist jedoch gegenwärtig viel umfassender als der Begriff Kameralistik vermuten läßt. Allerdings ist es in den einzelnen kommunalen Teilbetrieben unterschiedlich ausgeprägt, wodurch der Überblick über das kommunale Rechnungswesen erschwert wird. Ausgehend von diesen Überlegungen wird im vorliegenden Buch zunächst dargestellt, welche Varianten des Rechnungswesens in den einzelnen Bereichen der Gemeinde- bzw. Kreisverwaltung praktiziert werden. Anschließend werden die Grundbegriffe des Rechnungswesens behandelt, wobei auch die in den einzelnen Rechenwerken vorzufindenden unterschiedlichen Inhalte gleichlautender Begriffe verdeutlicht werden. In einem dritten Schritt werden dann die heute im Bereich der Kommunalverwaltung anzutreffenden Varianten der Buchhaltung erläutert, und zwar wird auf die Verwaltungskameralistik, die Betriebskameralistik, die Erweiterte Kameralistik und die Doppelte Buchhaltung eingegangen.
