Praxisorientiert wird dargelegt, was die Umstellung auf eine kaufmännische Rechnungslegung für die Städte und Gemeinden bedeutet. Als ein Schwerpunkt erfolgt die zusammenfassende Darstellung der Bewertungsmethoden des Vermögens und der Schulden als Grundlage der kommunalen Eröffnungsbilanz - ein wesentliches Element der praktischen Einführung des neuen kommunalen Rechnungswesens. Die Einordnung des deutschen Reformprozesses in die internationale Entwicklung rundet die Argumentation ab.
