The author makes an uncompromising appeal to the Chadian authorities to find a new impetus for the responsible reception of refugees. Certain politicians in search of legitimacy can exploit this precarious situation for political ends. The author denounces the lack of otherness in the contemporary world. However, he urges the Chadian authorities to set up preventive and operational security management mechanisms in the regions hosting the refugees. Humanitarians must invest in basic structures in refugee-hosting regions.
