Sin embargo, la baja recaudación de este impuesto es un problema complejo influenciado por la falta de conocimiento y cultura tributaria, así como por la percepción negativa de los servicios municipales. Se investigó la incidencia de la cultura tributaria en el incumplimiento del impuesto predial en el SAT de la Provincia de Puno y se ofrecen estrategias y soluciones para mejorar la recaudación y el bienestar de la comunidad.
