O Painel Intergovernamental sobre Alterações Climáticas (IPCC) sugeriu que, à medida que a população mundial cresce, a escassez de alimentos e água se tornará um problema ainda mais grave (previsões do IPCC para 2014 sobre os efeitos futuros das alterações climáticas (AC)). O cultivo durante todo o ano (YRG) pode ser uma forma de as comunidades prolongarem as épocas de cultivo, expandirem os sistemas agrícolas locais e fornecerem alimentos durante todo o ano. Este estudo de caso incluiu uma análise detalhada das respostas de representantes de todos os setores da zona rural do condado de Mesa, Colorado, sobre o YRG e um plano local de alimentos e agricultura devido às CC. O caso foi limitado pelo tempo (6 meses de recolha de dados), o que proporcionou uma visão aprofundada das respostas da comunidade. O quadro teórico para o estudo foi a teoria das múltiplas correntes de Kingdon; um quadro conceptual local foi fornecido por Liu, Lindquist, Vedlitz e Vincent, que identificaram os fatores-chave para a definição da agenda local, definida na literatura política como um passo importante na elaboração de políticas.
