El fenómeno migratorio es un fenómeno estructural; la movilidad humana en busca de oportunidades y una vida mejor es una realidad constatada a lo largo de los años que va a continuar.Así se inicia la explicación que antecede al Real Decreto 1155/2024, de 19 de noviembre, por el que se aprueba el nuevo Reglamento de la Ley Orgánica 4/2000, de 11 de enero, sobre Derechos y Libertades de los Extranjeros en España y su Integración Social.Un nuevo Reglamento que pretende adaptar la normativa a una realidad cambiante, y para ello plantea simplificar y agilizar los procedimientos, evitando la presentación excesiva de documentos o por vías inadecuadas y la doble comprobación de los mismos requisitos.Los conflictos que pueden presentarse en materia de extranjería son muy variados. Entrada y salida del territorio nacional, prohibiciones de entrada, situación irregular, visados y autorizaciones, documentos, menores, régimen sancionador…De todo ello se trata en esta obra que pretende dar respuesta a las cuestiones que, en relación con las personas extranjeras que se encuentran en nuestro país, se pueden presentar de una manera cotidiana, en una materia sometida a continuos cambios derivados de la interpretación efectuada no solo por los órganos judiciales nacionales, sino por el Tribunal de Justicia de la Unión Europea, lo que ha dado lugar a no pocos cambios y variaciones, como es el caso de la sanción aplicable a los extranjeros que se encuentran en situación irregular. 10
