Il secondo, e conseguente tema,  il controllo e presidio democratico su tale struttura oggi possedente poteri, per sua stessa ammissione, 'pi importanti di quelli di 10 anni fa'. E, guarda il caso, 10 anni fa veniva siglato il Trattato di LisbonaÉ(dal testo)
