Assim, cada município pode decidir por si mesmo se deseja cumprir as tarefas por conta própria, através de terceiros ou em cooperação com outros municípios. Devido a desafios como as alterações demográficas ou a crise das finanças estatais e municipais, o projeto da cooperação intermunicipal está a assumir uma importância cada vez maior para os municípios. Para obter uma visão completa da cooperação intermunicipal, este trabalho começa por explicar o conceito, revelar as disposições legais, explicar as formas de organização possíveis e apresentar um breve resumo da aplicação atual da CIM nos municípios. Mas quais são as razões para o sucesso ou o fracasso de uma cooperação intermunicipal? Quão satisfeitos estão os municípios com a CIM? Este trabalho faz referência a um estudo para obter uma melhor compreensão das expectativas dos municípios em relação à cooperação intermunicipal, mas também em relação aos respetivos municípios parceiros.
