Negli ultimi 20 anni il Mozambico ha registrato una crescita economica impressionante e un tasso di povertà in calo, ma il 46% della popolazione vive ancora in condizioni di povertà. La diseguale disponibilità di servizi di base, soprattutto nel campo della sanità e dell’istruzione, e gli ostacoli a un’occupazione sostenibile sono alla base di questa disparità economica. Sono state quindi adottate politiche sociali incentrate sulla lotta alla povertà, con l’obiettivo di ridurre questo male. È nell’ambito di questi sforzi che nell’esercizio finanziario 2011 il governo ha stanziato 140 milioni di meticais per il PERPU, che copre i comuni e le città capoluogo di provincia. Questo studio si concentra sul Programma Strategico per la Riduzione della Povertà Urbana (PERPU), con l’obiettivo generale di comprendere il suo contributo al miglioramento delle condizioni di vita dei sindaci che vivono a Quelimane. Tuttavia, è evidente che la situazione di povertà nelle comunità non sembra essere stata risolta, visti gli alti livelli di deprivazione che alcune famiglie urbane hanno sperimentato (non avendo accesso ai servizi pubblici di base di qualità e non potendo soddisfarli con altri mezzi a causa della mancanza di capacità finanziaria).
