L’idée de création de l’Office Nationale de Cinématographie et de Télévision(ONACIT) tire son origine de la politique culturelle du Ministère de la Culture de la République Centrafricaine. Car confronté à la carence de œuvre cinématographique sur le marché national et international, le projet serait la concrétisation de la volonté du Gouvernement Centrafricain de développer des capacités endogènes de production audiovisuelle, dans une perspective nationale et de la construction du marché culturel Centrafricain. Cette volonté politique a été exprimée dans les différentes résolutions de l’Union Africaine, appuyé par l’UNESCO et le DSRP.A ce sujet, le projet sera couplé à une unité de formation en audiovisuel, une opportunité d’initier les jeunes à la maitrise des nouvelles Technologies de Communication de masse et de développer très tôt chez eux une expertise dans les domaines de compétences du futur.
