Cet ouvrage est une contribution au débat sur la problématique du changement au Mali.Pour ce faire, il utilise un cadre analytique qui s’inspire de l’évaluation réaliste et de la technographie. Ainsi, il reste le plus près possible des pratiques quotidiennes observées dans le comportement du malien. Les déviances dans ces comportements quotidiens sont observées et analysées dans trois sphères d’interaction des citoyens que sont la famille, la circulation routière et les lieux de travail afin de détecter et décrypter les mécanismes sous-jacents qui les génèrent ainsi que les contextes qui favorisent le déclenchement de ces mécanismes. A la lumière de ces analyses au prisme de l’engrenage contexte-mécanisme-effet, un changement de paradigme est proposé pour réussir le changement au Mali. En sus à la sensibilisation et aux approches moralisatrices qui dominent le débat sur le changement de comportement au Mali, l’ouvrage propose une approche pragmatique orientée sur la création de conditions matérielles favorables au déclenchement de mécanismes pouvant générer les bons comportements attendus des citoyens. La visibilité des règles dans tous les domaines d’interaction des citoyens est identifiée comme l’une de ces conditions matérielles indispensables au changement de comportement. A cet effet, le comportement est conceptualisé dans l’ouvrage comme la résultante du respect de la règle devenu la routine. La complexité du processus que nécessite cette transformation de la règle en comportement requiert qu’elle soit visible en permanence afin de favoriser son application sans discontinuité. Au-delà des implications pratiques de la visibilité de la règle sur le changement de comportement, des exemples qui pourraient inspirer des décisions politiques sont donnés pour démontrer qu’elle constitue un point de levier pour l’innovation, la lutte contre la corruption, le développement des technologies et le changement qualitatif de la société dans son ensemble.This book contributes to the debate on the challenges of behavioral change in Mali. To this end, it employs an analytical framework inspired by realist evaluation and technography. This approach allows it to remain as close as possible to the everyday practices observed in the behavior of Malians. Deviations in these daily behaviors are observed and analyzed in three spheres of citizen interaction: the family, road traffic, and the workplace. The aim is to identify and decipher the underlying mechanisms that generate these deviations, as well as the contexts that facilitate their activation. Based on these analyses, viewed through the lens of the context-mechanism-effect dynamic, a paradigm shift is proposed for achieving successful change in Mali. In addition to the awareness-raising and moralizing approaches that dominate the debate on behavioral change in Mali, this book proposes a pragmatic approach focused on creating the material conditions conducive to triggering mechanisms that can generate the desired positive behaviors expected of citizens. The visibility of rules in all areas of citizen interaction is identified as one of the essential material conditions for behavioral change. To this end, behavior is conceptualized in the book as the result of rule compliance becoming routine. The complexity of the process required for this transformation of rules into behavior necessitates their constant visibility to promote their continuous application. Beyond the practical implications of rule visibility on behavioral change, examples that could inspire policy decisions are provided to demonstrate that it constitutes a lever for innovation, the fight against corruption, technological development, and qualitative change in society as a whole.
