Dodatkowym argumentem są finansowe skutki cyberataków na infrastrukturę krytyczną, przy czym „ciemna sieć' jest zazwyczaj wskazywana jako ich źródło i sprawca. Pomija się przy tym liczne korzyści płynące z tej sieci. Często stosowane powiązanie cyberbezpieczeństwa z bezpieczeństwem narodowym wywiera dodatkową presję na decydentów politycznych. Stwarza to ryzyko wdrożenia nieprzemyślanych i jednostronnych interwencji oraz środków regulacyjnych, które mogą mieć daleko idące negatywne skutki dla systemu społeczno-technicznego oraz praw podstawowych i wolności obywateli. W państwach o autokratycznych systemach politycznych istnieje ponadto istotny interes w zwiększeniu nadzoru i kontroli nad cyberprzestrzenią, a w szczególności nad „ciemną siecią'.
