In 1969, U.S. Naval Commanders Tommy Carruther and Ned Sylvester are ordered to the United Kingdom to serve with the Royal Navy in their fight against the Irish Republican Army (IRA). They must assess the operational abilities of the Chariot, a manned, deadly weapon used by the Royal Navy to slip into anchorages and disable enemy ships.
