王荩臣，字念祖，生于山西省浑源县一个耕读人家。1902年（清光绪28年）清光绪壬寅科举人。1905年进入山西大学堂西学专斋的预科学习，被清廷学部授予举人出身，成为兼具新旧两学的双举人。同年，入西斋法律专门科攻读法学，1911年毕业，进京获清廷授予进士出身。1912年，王念祖在家乡浑源县国立浑源中学教书。1914年，与“山西大学堂”同学米佩棻、梁俊跃等人筹资，在太原创办《晋阳日报》。1973年去世，享年92岁。本诗集是王念祖的长子王道平用毛笔小楷抄写。由于各种原因，《王念祖诗集》一直未能出版，王念祖的诗文以至尘封在历史的铁幕中。几十年过后的今天，王念祖的孙子王大年先生将这部劫后余生的珍贵书稿奉献出来，孙女王静若女士将其整理出来，这些优秀的诗作才得以重见天日。 3
