Este livro explora a associação entre as catástrofes naturais e as condições de pobreza entre subgrupos socialmente desfavorecidos nos contextos social, económico e político das regiões afectadas pelas catástrofes nos Estados da Costa do Golfo. As condições de pobreza aumentam os impactos negativos das catástrofes para as populações socialmente vulneráveis. Este livro defende a incorporação das vulnerabilidades da população marginalizada em cada fase do planeamento da gestão de desastres, desde a mitigação até à recuperação. O estudo de 534 condados do Alabama, Flórida, Louisiana, Mississippi e Texas revela que as pessoas que vivem na pobreza têm uma associação positiva significativa com as fatalidades de desastres e danos de propriedade, o que demonstra que os desastres naturais são susceptíveis de aumentar a pobreza. Em conclusão, o autor propõe que a integração das vulnerabilidades dos grupos socialmente desfavorecidos é crucial para a atenuação das catástrofes.
