Auf der Basis von aktuellen empirischen Befunden liefert sie ein Erklärungsmodell für die unterschiedlichen Beziehungen in der Praxis. Damit leistet sie auch einen Beitrag zu einem besseren Verständnis von Steuerung im heutigen Wohlfahrtsstaat.
