El 4 de enero de 1892 se inició el proceso de estudio y aprobación de las Bases del Partido Revolucionario Cubano y sus Estatutos Secretos por parte de la emigración de Cayo Hueso, Tampa y Nueva York. Cada grupo de cubanos que quisiese formar un Club, analizó el documento, sugirió lo que estimó conveniente, y una vez, aprobados, se comunicó la aceptación al órgano central en Nueva York. Finalizado el proceso, se eligieron los cargos de Delegado, tesorero, secretario y presidentes de los cuerpos de consejo en Estados Unidos (Cayo Hueso, Tampa, Nueva York, Filadelfia, Ocala), Jamaica y Veracruz, estos cargos fueron:Delegado José Martí Tesorero Benjamín Guerra Secretario Gonzalo de QuesadaLas Bases del Partido Revolucionario Cubano son el texto de un programa político pero también constituyeron las bases de una ética que no solo era política.
