Diese Arbeit analysiert die Zusammenhänge zwischen universeller Barrierefreiheit, partizipativer Stadtplanung und territorialer Governance in der Stadt Valdivia in der Region Los Ríos, Chile. Dabei wird universelle Barrierefreiheit als ein Bedürfnis und Recht verstanden, das mit dem Recht auf die Stadt (Lefebvre, 1968; Harvey, 2013) verbunden ist, was ein Umdenken in der Stadtplanung unter den Gesichtspunkten von Gleichheit und räumlicher Gerechtigkeit erfordert. In diesem Rahmen fließen die theoretischen Beiträge zur territorialen Governance (Davoudi, Governa & Santangelo, 2008; Farinós, 2015) sowie zur partizipativen Planung als Mechanismen und Instrumente zur Einbindung des Wissens der Bürger in die kommunale Verwaltung ein. Vor diesem Hintergrund erfolgt die Untersuchung mittels einer gemischten Methodik (qualitativ und quantitativ), die die Dokumentenanalyse von Sekundärquellen mit partizipativen Primärquellen verbindet, die in Valdivia erhoben wurden. Hervorzuheben sind insbesondere die Durchführung einer online zugänglichen Umfrage, um die Teilhabe von Menschen mit Behinderungen zu gewährleisten, sowie die Durchführung inklusiver kommunaler Dialoge als methodische Räume für kollektive Beratungen.
