Ministerstwo Rozwoju Wsi Unii Indyjskiej uruchomiło zrestrukturyzowany program walki z ubóstwem, SGSY, który wszedł w życie 1 kwietnia 1999 r. i zastąpił Zintegrowany Program Rozwoju Wsi (IRDP) oraz powiązane z nim programy, tj. Szkolenie młodzieży wiejskiej w zakresie samozatrudnienia (TRYSEM), Rozwój kobiet i dzieci na obszarach wiejskich (DWCRA), Dostarczanie ulepszonych zestawów narzędzi rzemieślnikom wiejskim (SITRA), Ganga kalyan Yojana (GKY) oraz Program Miliona Studni (MWS).
