Äthiopiens Außenbeziehungen wurden bislang durch eine grobe und idiographische Außenpolitik ohne institutionelle Grundlage gesteuert. Angesichts der zunehmenden internationalen Bedeutung Äthiopiens ist die Gestaltung einer dynamischen und intelligenten Außenpolitik unverzichtbar. Das Problem ist, dass nur wenig über die äthiopische Außenpolitik und die Art und Weise, wie nationale Interessen artikuliert und aggregiert werden, bekannt ist. In Anerkennung dieser Lücke befasst sich dieses Buch mit dem Thema der Artikulation und Aggregation nationaler Interessen. Zu diesem Zweck werden historische, normative, außenpolitische Analysen sowie interpretative und empirisch-wissenschaftliche Ansätze herangezogen. Inhaltsanalyse, empirische Literaturrecherche und Interviews dienen als wichtige Techniken der Datenerhebung. Die Studie hat ergeben, dass die äthiopische Außenpolitik institutionell geprägt ist und auf dem Grundsatz der kollektiven Führung basiert, die durch demokratischen Zentralismus geregelt wird. Eine institutionell zentralisierte Außenpolitik ist das dominierende Merkmal, wobei nur wenige Personen in diesen Institutionen entscheidend sind.
