Si la phase préliminaire et préparatoire (dans laquelle nous incluons la rédaction des termes de référence et/ou du projet de base, les appels d’offres, entre autres) était exemplaire, nous aurions certainement moins de problèmes en ce qui concerne la gestion et la supervision des contrats administratifs en général, afin d’améliorer l’approche que nous adopterons dans la recherche de la meilleure acquisition pour la meilleure réalisation des objectifs publics.La recherche souligne l’importance de l’efficacité de la gestion pour le développement institutionnel et fournit des données pour des politiques plus efficaces au Mozambique.
