中国自商鞅变法,经秦始皇继承与发扬,至公元前二百二十一年扫灭山东六国一统 天下,废分封、行郡县、'上农除末',中国历史进入了大一统中央集权皇权专制的时代。帝 制取代封建,官僚取代贵族成为专制君主统治人民的工具而与民对立,从而打破了’家国 一体’的格局,上下相通,一变而为上下相隔,'下所甚苦之政上例行之,甚者雷厉风行以 督之;而下所甚恶之人而上例用之,甚者推心置腹以任之' 。尤以严刑峻法统治人民,' 秦用商鞅相连坐之法,造三夷之诛,增加肉刑,大辟有凿颠、抽胁、镬烹之刑......赫衣塞 路,囹圄成市' 。 人民的权利被剥夺净尽,所承担的赋税、徭役、兵役不断加重,'田租 、口赋、盐铁之利二十倍于古',人民收入的三分之二被剥夺,'其力役负担三十倍于前代 ,男子耕不足以粮饷,女子纺织不足以衣裳,竭天下之资财以奉其政,犹未足以澹其欲也' 。尚存'国人'造反精神的六国人民,不堪忍受如此严苛的奴役,遂揭竿而起,奋起反抗, 使秦皇朝十五岁而亡。纵观历史会发现,曾经尚武而优雅,崇尚自由,充满活力,勇于进取,富于变革,创造出 灿烂文化而立于世界民族之巅的中华民族,自秦汉以来的二千多年里,逐渐变为畏畏缩缩,蒙 昧呆滞,坐井观天,盲目自大,落后保守,以致社会停滞,沦为近代任人欺侮宰割的民族。
