中国自商鞅变法，经秦始皇继承与发扬，至公元前二百二十一年扫灭山东六国一统 天下，废分封、行郡县、'上农除末'，中国历史进入了大一统中央集权皇权专制的时代。帝 制取代封建，官僚取代贵族成为专制君主统治人民的工具而与民对立，从而打破了’家国 一体’的格局，上下相通，一变而为上下相隔，'下所甚苦之政上例行之，甚者雷厉风行以 督之；而下所甚恶之人而上例用之，甚者推心置腹以任之' 。尤以严刑峻法统治人民，' 秦用商鞅相连坐之法，造三夷之诛，增加肉刑，大辟有凿颠、抽胁、镬烹之刑......赫衣塞 路，囹圄成市' 。 人民的权利被剥夺净尽，所承担的赋税、徭役、兵役不断加重，'田租 、口赋、盐铁之利二十倍于古'，人民收入的三分之二被剥夺，'其力役负担三十倍于前代 ，男子耕不足以粮饷，女子纺织不足以衣裳，竭天下之资财以奉其政，犹未足以澹其欲也' 。尚存'国人'造反精神的六国人民，不堪忍受如此严苛的奴役，遂揭竿而起，奋起反抗， 使秦皇朝十五岁而亡。纵观历史会发现，曾经尚武而优雅，崇尚自由，充满活力，勇于进取，富于变革，创造出 灿烂文化而立于世界民族之巅的中华民族，自秦汉以来的二千多年里，逐渐变为畏畏缩缩，蒙 昧呆滞，坐井观天，盲目自大，落后保守，以致社会停滞，沦为近代任人欺侮宰割的民族。
