Num Parlamento bicameral, composto pelo Senado e pela Assembleia Nacional, todos os projetos ou propostas de lei são examinados sucessivamente nas duas câmaras do parlamento. O processo legislativo é marcado pelo uso do vaivém parlamentar. Os projetos ou propostas de lei são apresentados simultaneamente na Mesa da Assembleia Nacional e no Senado, com vista à aprovação de um texto idêntico. Este instrumento indispensável na votação das leis do Parlamento designa comumente a transmissão e a análise sucessiva de um projeto ou proposta de lei pelas duas câmaras, com vista à sua aprovação em termos idênticos. A aprovação de um texto de lei por uma câmara não é definitiva.Em caso de desacordo entre as duas câmaras, o Presidente da República pode então solicitar um procedimento de conciliação ou dar a última palavra à Assembleia Nacional; uma vez que o texto seja definitivamente aprovado pela Assembleia Nacional a pedido do Presidente da República ou pelas duas câmaras em termos idênticos, o processo de ida e volta termina.
