A União Europeia exporta democracia para a África Subsariana através de quatro instrumentos principais: o Fundo Europeu de Desenvolvimento, o Instrumento Europeu para a Democracia e os Direitos Humanos, os chamados programas 'específicos' e o Instrumento de Cooperação para o Desenvolvimento. Esta forma de exportar a democracia para além das fronteiras da UE está ligada a questões de segurança interna e de poder na cena internacional. O resultado deste processo, no qual a UE está envolvida nesta região, juntamente com outros actores, desde o início dos anos 90, é uma paisagem complexa e contrastante de países que oscilam entre dois pólos principais: as tentativas de progresso e as artimanhas dos líderes políticos que fingem a criação de instituições democráticas. Este estudofornece informações sobre a circulação de normas entre duas sociedades, que deve ser sempre vista e analisada como uma interação, dado que a democracia é um fenómeno tão endógeno em África.
