The Democratic Republic of Congo, vast and rich in human, cultural and natural diversity, faces a historic impasse: how to guarantee national unity without sacrificing proximity of power, territorial justice and citizen participation? In this model, Kinshasa remains the federal capital, symbol of national unity and sovereignty. Around it gravitate 35 federal sub-capitals, made up of the 34 officially recognized towns of the DRC, plus Kinshasa itself. Underpinning this federal architecture are 145 federal states, corresponding to the country’s 145 administrative territories. Each of these states will be endowed with a new local capital, designed as a hub for governance, innovation and rural revitalization.
