O presente trabalho faz uma análise do Projeto São José (PSJ). Este tem como missão melhorar as condições devida das populações mais carentes apoiando subprojetos de infra-estrutura, produtivos esociais para os grupos de pequenos produtores rurais organizados em associações comunitárias no interior do estado do Ceará. Neste trabalho, analisamos como foram implementadas e negociadas as estratégias participativas dos atores sociais nas diferentes etapas do projeto -formulação, implementação e avaliação. A investigação se efetivou a partir de um estudo de caso realizado no município de Quixeramobim, localizado na região do sertão central do Ceará. Na unidade municipal, escolheu-se para a amostra representativa quatro associações comunitárias: duas com nível de participação comunitária considerado exitosos e outras duas com grau de participação insuficiente. Dessa maneira, a pesquisa orientou-sepor meio de três arenas distintas: Associação, Conselhos e Governo do Estado.
