A democracia nos países africanos em geral e, de forma particular em Mocambique, enquanto não for solida e adaptada na realidade sociocultural, ainda existirão vários desafios e entráveis para o desenvolvimento, isto porque a condição do desenvolvimento é a liberdade e igualdade de direitos nas oportunidades, da distribuição dos bens públicos e da existência de condições básicas sociais. A Justiça social torna-se o baluarte de uma democracia robusta e base de desenvolvimento. Contudo, a corrupção, o partidismo, o cabritismo, dolarcracia, o individualismo são as barreiras que os países recém independentes enfrentam hoje.
