Este livro examina o uso da força sob a doutrina da Responsabilidade de Proteger (R2P). Essencialmente, a R2P atribuiu uma responsabilidade secundária à comunidade internacional de responder a atrocidades graves (com o uso da força, se necessário) em situações em que os Estados soberanos nos quais as atrocidades estavam a ocorrer eram incapazes ou não estavam dispostos a tomar as medidas adequadas. Especificamente, o livro discute a autorização e a aplicação da força para fins humanitários nas guerras civis na Líbia e na Síria, onde o uso da força foi considerado aplicável. O uso da força foi aplicado no conflito da Líbia por meio de uma zona de exclusão aérea aprovada pelo Conselho de Segurança da ONU. No entanto, quando se mostrou ainda mais necessário na Síria, onde os eventos culminaram em outra guerra civil muito mais brutal que continua até hoje, nenhuma resposta desse tipo foi dada, nem parece provável que venha a ser dada.
