Soixante-quinze ans après l’adoption de la loi du 19 mars 1946, vingt-cinq ans après la publication de Cinquante ans de départementalisation outre-mer, cette somme propose de faire le point sur l’évolution des Quatre vieilles colonies (Guadeloupe, Guyane, Martinique, La Réunion) ainsi que Mayotte, à la lumière des expériences croisées des autres outre-mer français et des territoires non indépendants de la Caraïbe et du Pacifique. Il ne s’agit pas tant de réaliser un bilan que de situer ces collectivités territoriales - dont quatre d’entre elles, auxquelles s’ajoute désormais Mayotte, sont issues de la même matrice politico-institutionnelle - à ce moment précis de leur trajectoire historique. Réunissant des spécialistes reconnus de ces différents territoires, l’ouvrage met en perspective le cadre normatif et institutionnel régissant ces derniers. Il met également au jour le jeu complexe et ambivalent par lequel les acteurs investissent ce cadre ainsi que les enjeux qu’ils identifient, le contenu et le sens qu’ils donnent à l’action publique, avant d’élargir la focale à d’autres territoires confrontés à des problématiques similaires ailleurs dans le monde.
