Der Vormarsch des Phänomens der grenzüberschreitenden organisierten Kriminalität ist eine Realität, die keinen Staat auf der Welt unberührt lässt, sowohl was ihre Folgen als auch was ihre rasche Ausbreitung betrifft. Seine Expansionsschwelle erfordert heute solide, evidenzbasierte, integrative Strategien, die sich auf internationale, regionale und staatliche Rechtsrahmen stützen. Die Bemühungen sind lobenswert, blieben jedoch um die ersten Opfer des Phänomens der grenzüberschreitenden organisierten Kriminalität herum eingegrenzt. Die internationale Gemeinschaft ist sich der Problematik bewusst und hat sich mit der Verabschiedung des Übereinkommens der Vereinten Nationen und seiner Protokolle für globale Gegenmaßnahmen eingesetzt, doch die Zivilbevölkerung wird immer noch vergessen. Bei der Entwicklung solider, integrativer Strategien müssen alle Bereiche und Kategorien, die aufgrund der grenzüberschreitenden organisierten Kriminalität Schutz benötigen, gleichermaßen berücksichtigt werden.
