En noviembre de 2021, el fiscal de la Corte Penal Internacional oficializó el pase de la fase de examen preliminar a la apertura de una investigación formal sobre los presuntos crímenes cometidos en Venezuela desde 2017, en el contexto de manifestaciones y disturbios políticos. Un año antes, en noviembre de 2020, la Carrera de Relaciones Internacionales de la Universidad Peruana de Ciencias Aplicadas (UPC) y la Universidad española Alfonzo X el Sabio, organizaron el Foro titulado La Corte Penal Internacional y las situaciones sobre Venezuela. El presente libro recoge las ponencias de este evento, las cuales componen un contenido importante pues se convierten en doctrinas para el Derecho Internacional y muy en particular para la joven Corte Penal Internacional, a donde fueron enviados los resultados de este evento.
