Allerdings haben sich ihre Erscheinungsformen entsprechend der Konfiguration der wirtschaftlichen und sozialpolitischen Beziehungen verändert, wie wir im Laufe der Kapitel sehen werden. Laut dem Gesundheitsministerium (2014) ist Mobbing ein missbräuchliches, häufiges und sich wiederholendes Verhalten, das sich durch Worte, Handlungen, Gesten, Verhalten oder Schriftstücke äußert, die eine Person oder Gruppe demütigen, beschämen und disqualifizieren und ihre Würde sowie ihre körperliche und geistige Gesundheit beeinträchtigen. Sie sind in der Arbeitsorganisation sowohl im öffentlichen als auch im privaten Bereich anzutreffen und zeichnen sich durch Handlungen aus, die dem Arbeitnehmer die Fähigkeit zur Kreativität und Zufriedenheit nehmen und Schmerzen und Leiden verursachen.
